In November 1992, the City of Las Cruces approved the Storm Water Management Policy Plan with intentions of establishing policies for storm water management throughout the city to promote sound drainage practices. The Plan set goals to promote recreational activities and opportunities within the arroyo system within the city limits and stressed the coordination of such policies and activities with other governments. Within its identified major arroyos, the Plan established requirements encouraging multiple uses for storm water basins and arroyos; including bike paths, pedestrian trails, and buffer areas between land uses.
