The purpose and intent of the Bicycle Facilities and System Master Plan is to establish consistent policies and programs for the development of bicycle riding and parking facilities, for uses both as a means of transportation and a form of recreation. This Plan also provides for the maintenance of existing bicycle facilities and the implementation of an interconnected bikeways system.
This Plan establishes a set of goals and objectives to be achieved through policies describing how the City of Las Cruces MPO will develop and maintain bicycle facilities for the next twenty years. Included in the goals and objectives are the promotion of bicycle safety and awareness, the implementation of bicycle facility design standards, the creation of bicycle parking structures and requirements, and increased intermodalism. Landscaping and mapping provisions are also included. Finally, this Plan has been developed to begin systematic planning and implementation in the area of bicycle transportation and recreation. This Plan may not only provide the basis for all bicycle facilities within the City of Las Cruces and the MPO, but within Doņa Ana County as well.
