GOAL: Advance the use of bicycles as a viable mode of transportation and recreation within the City of Las Cruces and MPO area.
OBJECTIVE 11: Establish bicycle awareness campaigns and safety programs that promote the usage of bicycles as a mode of transportation.
POLICIES:
11.1 The City of Las Cruces shall develop an annual program to encourage the usage of bicycles (i.e., bicycle rodeos, ride-a-bike days, and public service announcements. 11.2 Programs concerning bicycle safety, education, and laws shall be developed by the City of Las Cruces through their parks and recreation departments, local schools, and police agencies. 11.3 The City of Las Cruces shall develop and encourage bicycle registration procedures within the community to reduce bicycle theft and as a potential source of bicycle funds for maintenance and construction of new facilities. 11.4 Additional training should be provided to the local police department personnel to further their knowledge of bicycle laws and programs. 11.5 Information kiosks should be developed with coordination with the BFAC for inclusion of most major bicycle facilities to promote bicycling and shall be encouraged by the City of Las Cruces. 11.6 The City of Las Cruces shall encourage the use of bicycle helmets and other safety equipment for all bicycle riders/users. 11.7 The City of Las Cruces and Las Cruces MPO and its support local governments will encourage the State of New Mexico to develop bicycle training and awareness information within its motor vehicle licensing, education, and testing procedures. 11.8 The City of Las Cruces shall produce bicycling maps and make them available to the public in order to encourage bicycling as both a means of transportation and a form of recreation. 11.9 The bicycling maps shall delineate between the type of structure and the status of the facility, either existing or proposed. 11.10 The bicycling maps shall include the identification of all schools, major commercial centers, cultural and historical sites, parks, and recreational facilities. This information shall be coordinated with the Las Cruces MPO and Planning Staff.
