GOAL: Advance the use of bicycles as a viable mode of transportation and recreation within the City of Las Cruces and MPO area.
OBJECTIVE 1: Establish the Bicycle Facilities Advisory Committee (BFAC) for the Las Cruces MPO to assist in the planning, implementation, evaluation, and promotion of bicycle facilities, activities, and functions.
POLICIES:
1.1 The BFAC shall be comprised of one (1) citizen from each of the following governmental agencies, one (1) staff member for each of the City of Las Cruces departments, and two (2) citizens appointed by the MPO Policy Committee, as identified below:
Governmental Appointments:
City of Las Cruces;
Town of Mesilla;
Doņa Ana County; and
New Mexico State University.
Staff Appointments:
Planning Department;
Engineering Department; and
Traffic Operations.
MPO Policy Committee Appointments:
Bicycling Community; and
Bicycling Shops.1.2 The governmental appointments shall be appointed by the respective council, board of trustees, or commission. City of Las Cruces staff appointments shall be made by the Development Services Director for the City of Las Cruces with recommendation by the respective department heads. 1.3 Governmental appointments to the BFAC shall be citizens residing within each respective jurisdiction having an interest in cycling. 1.4 Other staff members (i.e., landscape architects, police, parks and recreation personnel, and street maintenance personnel) may be called upon on a case-by-case basis to provide additional expertise to the BFAC. 1.5 The BFAC shall serve only as an advisory committee to the Las Cruces MPO Policy Committee and the City of Las Cruces City Council. 1.6 The BFAC shall recommend amendments to the Bicycle Element of the MPO Transportation Plan and to the City of Las Cruces Bicycle Facilities & System Master Plan. 1.7 The BFAC shall recommend plans and programs on bicycle related activities to the Las Cruces MPO Policy Committee and the City of Las Cruces City Council as well as priorities for bicycle facilities for inclusion in the Annual Element and Transportation Improvement Program (AE/TIP) and Capital Improvements Plan (CIP). 1.8 The BFAC shall have an annual meeting that is to take place in January. 1.9 The BFAC shall meet at least quarterly during the calendar year to review proposed and existing facilities and to make recommendations for changes to this document. 1.10 The BFAC shall establish its own by-laws and meeting procedures. 1.11 MPO Staff shall serve as the staff for the BFAC and reserve meeting dates and times and items for review and consideration by the BFAC.
