The advent of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 has placed greater emphasis on the encouragement and development of modes of transportation other than the automobile. Both the City of Las Cruces and the Las Cruces Metropolitian Planning Organization (MPO) are interested in encouraging bicycles and other modes of transportation. This document is being produced to guide the development of all bicycling facilities within the City of Las Cruces and Las Cruces MPO.
