Comprehensive Plan

The City of Las Cruces Comprehensive Plan, adopted in November 1985, is very thorough in trying to address all modes of transportation.  The main goal that the City is interested in achieving is an urban form and transportation system that supports all modes of travel, serves all segments of the population, and will optimize energy efficiency and environmental quality.  The City's second goal was to provide a street system in which traffic movement and property access is cost-effective, convenient, and environmentally sound.

In trying to address each of the individual modes, the 1985 Comprehensive Plan outlined objectives, policies, and programs for each.  To address bicycling, the City would develop bicycle routes and pedestrian facilities as part of its transportation plan and multi-modal transportation system.  The main policies were that bicycle routes and pedestrian facilities would be separate systems from major roads having high amounts of pedestrian and motor vehicle use.  Bicycle routes would connect or link most major commercial, educational, cultural, and recreational centers.  The Comprehensive Plan also outlined the development of a trails system that would be comprised of regional, community, and local feeder trails for bicycles another modes.  Procedures for right-of-way acquisition, utilization of utility easements, and inter-governmental coordination were also covered.  No specific facilities or alignments are listed within the document.

The City also felt the need to continue its coordination of ongoing transportation planning programs and support of the MPO's activities.  The City would also develop annual capital improvement programs, data collection procedures for traffic information, and the air quality improvement procedures for the region.
