CITY PLAN COORDINATION

An updated Transportation Element, to be adopted by the City Council, will adhere to the City's #4 goal of their "Las Cruces City Plan."  Goal #4 states, "Provide a multi-modal transportation system which efficiently supports the needs of our citizens."  With this broad statement, the "City Plan" guides the development of the Comprehensive Plan within Las Cruces.  The City Plan is known s a Level 1 planning document, while each individual element of the Comprehensive Plan is known as a Level 2 planning document.  Each subsequent section of the Transportation Element will be a Level 3 planning document and so on.  Figure 1 depicts the City of Las Cruces Comprehensive Planning Framework and the location of the Transportation Element.

As stated above, the Transportation Plan will be the basis for the Transportation Element of the City's Comprehensive Plan.  In becoming so, the City will review the Plan and provide comments and/or changes as necessary to address issues facing the City that will not effect the Transportation plan for the MPO.  In fact, the two plans may diverge in scope and detail with the City's Plan becoming more detailed while the MPO's remains broad in scope.  The Transportation Plan is a starting point with which to continue the planning process inside the City as determined by the City's residents.

Concurrent with the MPO's planning process, the City has initiated open meetings to discuss the policy and direction of its comprehensive plan.  A new citizen/staff ad-hoc committee will make a recommendation to the Las Cruces Planning and Zoning Commission (P & Z).  The P & Z will review the document and eventually make a recommendation to the City Council who will do likewise.

Upon completion of an update of the Transportation Element and the adoption of this Bicycle Facilities and System Master Plan to the City's Comprehensive Plan, the City's Design Standards, Subdivision Code, and Zoning Code will be amended to reflect the changes and direction the new transportation policy will proved.
